Senior Program Specialist

 

 

This position reports directly to the Director of Programs and the Chief Executive Officer.

Main Duties and Responsibilities

The post-holder is primarily responsible for:

Project Design and Management

-          Managing short term projects and assignments, especially in the field of research, training and capacity building, providing guidance to field teams, and monitoring all field work executed when required;

-          Ensuring project activities of the unit are in line with the policies and regulations of the donor organization and CDS;

-          Following up on administrative, technical, logistical work implemented by program specialists; and

-          Managing and coordinating the work of the technical experts in the unit.

 

Program Development and Program Learning

-          Managing program administration including all matters related to contracts and agreements;

-          Ensuring up to date project descriptions and CDS capacity (corporate) statements;

-          Maintaining and updating program support systems such as the program, training and photo log, ensuring all contracts and relevant project reports are available in the log.

-          Analyzing, reporting and sharing on lessons learnt;

-          Working together with the CDS teams to promote an organizational learning culture that contributes to greater organizational impact; and

-          Supporting Program Managers, as required, in all matters related to program expansion, strategic planning, and business development.

 

Proposal Writing and Reporting

-          Assisting in designing new projects, writing proposals and mobilizing resources for all CDS program units; and

-          Ensuring reports to donors are of high quality and according to their requirements.  

 

Human Resource Management

-          Providing regular updates to the CDS organogram and ensuring CDS staff biographies and JDs are up to date and according to CDS format;

-          Managing the program support team including performance appraisal, coaching and professional development;

-          Motivating and inspiring the program unit team through effective communication, role modeling and management of the program;

-          Recruiting staff, consultants & technical experts according to program unit needs in consultation with the Program Director;and

-          Maintaining a database of contact details and CVs of consultants in a variety of technical areas.

 

Communication and Networking

-          Developing and sustaining liaison with key professionals and NGOs engaged in the field of institutional capacity building, training, and curriculum development;

-          Maintaining relations with various stakeholders from the public, private, and civil society sectors (including the media); and

-          Promoting the vision, mission, and strategic goals of the CDS in general and representing the organization/program in external events whenever required;

-          Undertaking other tasks as may reasonably be requested by the direct line managers.

 

Qualifications

-          An advanced university degree in a relevant area

-          A minimum of five to seven years of professional experience in the field of international development.

-          Three to five years experience in the field of project coordination and management. 

-          Demonstrated track record of proposal and donor report writing.

Program Manager

 

The Program Manager (PM) is responsible for leading and managing one of the core Programs of CDS in adherence with CDS mandate and core values. The PM is in charge of a medium sized program team, ensuring effective delivery of short and long term projects in the specific program area.In addition, the Program Manager identifies and pursues new opportunities for funding and program development.

The post holder contributes to organization-wide processes and discussions to advance CDS organizational learning and development. The Program Manager will be required to work with other program managers and the Director of Programs to ensure interdependencies across all program areas are considered and actions aligned. This management position reports to the Director of Programs.

Main Duties and Responsibilities

The post-holder is primarily responsible for:

1.    Program development and learning

·         Lead the development of the Program Strategy Outline and contribute to the development of overall CDS strategic plan.

·         Identify and pursue new opportunities for program development and fundraising.

·         Analyze reports and share lessons learnt. Work together with the teams to promote an organizational learning culture that contributes to greater organizational impact.

·         Actively participate in and contribute to program and staff meetings and activities.

2.    Program planning and management

·         Design yearly operational program work plans; fundraising plans and achieves yearly financial performance targets.

·         Lead the program team in project field implementation and provide oversight to ensure all project activities are conducted in accordance with agreed work plan and in line with the policies and regulations of the donor organization and CDS.

·         Monitor and evaluate project implementation with regards to milestones, impacts, challenges, lessons learnt and best practices.

·         Develop accurate project budgets and manage program/project finances with the support of the finance department. 

3.    Capacity building and technical assistance  

·         Identify specific capacity building and technical assistance needs and lead the technical support to partners from the public, private, and civil society sectors.

·         Provide oversight to the work of consultants for development of the various technical products, including training curriculums, studies, and capacity building activities.

4.    Reporting and proposal writing

·         Conceptualize ideas for project proposal development and lead the development and submission of good quality funding proposals in the program area.

·         Complete timely and quality internal program progress and donor reportsincluding a summary of progress towards achievements of objectives, specific highlights and key challenges and lessons learned.

 

5.    Human Resource Management

·         Manage the program team including performance appraisal, coaching and professional development.

·         Motivate and inspire the program team through effective communications, role modeling and management of the program.

·         Recruit staff, consultants & technical experts according to program needs.

·         Identify staff capacity building requirements and stimulate the development oftheir capacity through on the job training and mentoring.

6.    Communication and Networking

·         Developing and sustaining liaison with key professionals and NGOs engaged in the program specific field.

·         Ensuring effective communication and maintain relations with various stakeholders from the public, private, and civil society sectors (including the media).

·         Promoting the vision, mission, and strategic goals of the CDS in general and the specific program in particular, and representing the organization/program in external events whenever required.

·         Attend relevant inter-agency and community meetings and ensure appropriate representation of CDS at local and regional events and forums.

7.    Perform other functions and tasks as may be requested by the direct line manager or the CEO.

Qualifications

The post-holder should have:

·         Educated to advanced degree level in a relevant discipline.

·         A minimum of 10 years of professional experience relevant to the in the technical field of the specific program of which five to seven years experience in the field of project coordination and management.

·         Demonstrated track record of proposal and donor report writing.

·         Experience in providing training and capacity building.

·         Strong affiliation with CDS' mission and core values.

·         Strong leadership skills and demonstrated ability to lead and supervise a team.

·         Excellent communication skills including fluent writing and speaking in English and Arabic.

·         Ability to take initiative and be flexible and adaptable.

·         Excellent interpersonal skills and ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.

·         Budget management skills.

·         Ability to prioritize and manage multiple tasks in a structured manner and within multi-disciplinary technical teams.

·         Result oriented, initiative taking and strong problem solving.

·         Ability and willingness to travel within and outside Egypt.

·         Efficient in computer use especially Word, Excel and PowerPoint applications.
